“The fine must be sufficiently substantial to have a real economic impact which will bring home to both management and shareholders the need to comply with health and safety legislation.

Now consider that the investigation model used by the Health & Safety Executive (HSE) assumes that accidents in the workplace are almost invariably the fault of the company and it soon becomes apparent that health & safety management in general – and dealing with accidents in particular – are issues which companies of all sizes, and their senior management team, can only ignore at their peril.
